Frances Leach
PRINCIPAL STRATEGIST / FOUNDER
Frances Leach is a lifelong Alaskan with over 20 years of experience in government, regulated systems, and organizational leadership. She advises clients navigating complex political, legislative, and regulatory environments, helping them assess risk, understand regulatory processes, and make informed decisions when the stakes are high.
Frances earned a Bachelor of Science from Oregon State University and a Master of Arts from The George Washington University. While attending graduate school in Washington, D.C., she interned for the late Senator Ted Stevens and later worked for Alaska Governor Frank Murkowski. She spent seven years at the Alaska Department of Fish and Game in Juneau, where she developed a deep understanding of regulatory processes, board governance, and decision-making within highly scrutinized public systems.
In addition to her government experience, Frances has served as executive director of four nonprofit organizations and brings extensive experience advising boards, senior leadership, and member-based organizations. From 2018 to 2022, she was Executive Director of United Fishermen of Alaska, leading a 40-plus-member board and engaging on complex policy issues at both the Alaska State Legislature and in Washington, D.C.
Known for her credibility, discretion, and practical judgment, Frances works selectively with clients whose objectives align with thoughtful, realistic outcomes. Her approach emphasizes focused strategy, integrity, and an ability to break down complex issues into clear pathways forward.
